Prevailing Wage

Denver’s Prevailing Wage Ordinance(PDF, 471KB) (§20-76) requires payment of the prevailing wage on contracts with the city, and is enforced by the Auditor’s Office.

Contractors and subcontractors doing work at or in connection with the operation of any public building or public work on behalf of the City and County of Denver must pay their workers prevailing wage. Prevailing wage is required on contracts of $2,000 or more for construction, improvement, repair, maintenance, demolition, or janitorial work.

Prevailing Wage Determinations

The Prevailing Wage section of the Auditor’s Office monitors and enforces compliance with Denver’s Prevailing Wage Ordinance, ensuring that proper wages are paid and work performed is appropriately classified. The most current prevailing wage determinations are in the box below. Historical prevailing wage determinations can be found in the Archives.

New Prevailing Wage Administrator

In August 2023, City Council amended the Denver’s Prevailing Wage Ordinance (§20-76) and transferred the authority to determine the prevailing wage paid to workers on city contracts and city buildings from the Career Service Board to the Auditor. The Auditor assigned a prevailing wage administrator to establish, administer, update, and publish prevailing wages for the City and County of Denver.

Functions of the prevailing wage administrator

  1. Issue an effective clarification or interpretation letter that clarifies what positions are needed based on the type of work that will be performed.

  2. Meet periodically with stakeholders, including government agencies, labor organizations, and city contractors, to receive effective feedback from parties involved and impacted by the new position.

  3. Develop effective surveys and systems for gathering information to update stagnant wages.

  4. Develop reasonable rules and regulations pertaining to third-party complaints as well as the notice and procedure for hearings.

  5. Periodically publish prevailing wages, considering labor changes, surveys, and collective bargaining agreements applicable to the City and County of Denver.
