The Capital Management & Financing Team oversees:

Capital financial planning, budgeting, policies and procedures
Capital proposal prioritization and strategic capital planning efforts
Development of the city’s Six-Year Capital Improvement Plan and capital budget in coordination with departments
Administration of Special Districts

City’s cash position and cash handling practices
Commercial banking services and investment of the city’s funds
Issuance, oversight, and administration of debt obligations and other financing instruments of the city and its enterprises

Six-Year Capital Improvement Plan (CIP)

Investments in parks, bridges, and cultural facilities are critical to a vibrant city. Every six years, the city details the infrastructure needed to meet the needs of our communities and our growing city. These capital investments are developed and maintained through the city's Six-Year Capital Improvement Plan (CIP).

Elevate Denver Bond Program

Elevate Denver will use $937 million in voter-approved general obligation bonds to fund more than 500 projects across the city over 10 years to increase mobility, revitalize our parks, playgrounds, and recreation centers, and improve our libraries, cultural centers, safety facilities, and the Denver Health Medical Center.

Capital Funding

Capital Funding manages the issuance, oversight, and administration of debt obligations and other financing instruments of the City and its Enterprises.

Cash Handling and Investments

Cash Handling manages the secure and efficient collection, deposit, disbursement, tracking, and reconciliation of funds. The City invests its funds to provide the highest investment return consistent with the preservation of principal and provision of the liquidity necessary for daily cash flow demands.

Special Districts

Special Districts includes the creation and monitoring of Business Improvement, General Improvement, and Metropolitan Districts in the City and County of Denver.

The city budget provides detailed information about the City and County of Denver's estimated revenues and expenditures for the ensuing fiscal year and serves as a work plan for the city and its departments, including a framework for setting priorities, strategic initiatives, and performance measures.
