What is the Six-Year CIP?

Every six years, the City and County of Denver details the infrastructure needed to meet the needs of our communities and our growing city. These capital investments are developed and maintained through the city's Six-Year Capital Improvement Plan (CIP), ensuring the strategic, efficient and responsible use of financial resources.

Denver's CIP manages six primary capital portfolios:

  • Arts, Culture and Entertainment (libraries, cultural facilities, etc.)
  • Buildings (city buildings that support city operations and resident access to services)
  • Housing and Sheltering (development of housing and sheltering resources)
  • Parks and Recreation (parks, recreation centers, playgrounds, etc.)
  • Transportation and Mobility (roads, bridges, traffic safety infrastructure, etc.)
  • Water, Health & Environment (stormwater infrastructure, climate resiliency projects, etc.)

The six-year CIP is designed to protect and preserve city assets, provide project transparency, and identify new capital projects that align with existing city plans. 

How does the city use the Six-Year CIP?

In addition to providing a dynamic list of projects throughout the city, the CIP is a tool for planning and resource allocation. It helps the city review and develop project scopes and cost estimates to inform future funding strategies. 

2025-2030 CIP

Leveraging the community engagement and agency planning that informed city documents like the Comprehensive Plan 2040, Blueprint DenverGame Plan for a Healthy CityDenver Moves Everyone, and Neighborhood Planning Initiative, this six-year CIP is aligned with the goals of thousands of Denver residents and city leadership. By prioritizing the investments needed to move our city forward, we can protect city assets, plan for future needs, and identify alternative funding sources to deliver the projects and services our residents expect from this process.
