The third and final phase of the Jackson Street Storm project is underway. The design team will assess the plausible routes to extend the storm system to 12th Avenue, which will provide vital infrastructure for the future Hale Parkway project. Construction is anticipated for 2027.
Phase 3 Design is commencing in 2026. During the month of January, utility markings will be painted, and survey crews will be surveying the project limits - Colorado Boulevard to Bellaire Street and 13th Avenue to Hale Parkway. This data will be used to evaluate potential alignments for the project. Construction will not occur before 2027, and a public meeting will occur later in design.
The Jackson Street Storm Drain Project is part of continuing improvements Denver is making to mitigate persistent flooding issues in neighborhoods in the Upper Montclair Basin, where much of the existing stormwater infrastructure dates to the 1930’s and is undersized to meet current demands.

Work on the project is allowable between 7:00 a.m. and 9:00 p.m. on weekdays, however due to the time of year, we anticipate crews not working much past 5:00 p.m. Work on weekends is allowed between 8:00 a.m. and 5:00 p.m.
We do not anticipate any water service disruptions. However, if something unexpected comes up, you will be notified 48 hours in advance.
At this time we do not anticipate any disruption of trash service. If you experience a trash pick-up issue, please notify us via the hotline or project email and we will get it solved immediately.
City traffic engineers will remotely monitor traffic flow at these intersections and will adjust the light timing accordingly as the project progresses. We will work with them throughout the project to make sure that traffic continues to run smoothly despite the closures.
We are in communication with the BRT team. Our work will be done prior to the start of the BRT project, however there are some pre-construction items for BRT that involve relocating utilities in Colfax, the major one being work by Denver Water. Some of that pre-construction work will occur on Colfax during the four-month closure of E 14th Ave.—in between Josephine and Colorado Blvd. They will maintain one open lane at all times in both directions during that work. We will remain in close communication with Denver Water to work through the timing and sequencing of both projects. We will also work with them to ensure that they maintain traffic flow on Colfax. Their work is the main reason for our detour up to E 17th Ave. instead of Colfax.
Phase 3 design is underway. Construction is anticipated for 2027. Phase 2 construction began in December 2023 and was completed in November 2024.
