How the Sidewalk Service Charge Works

Initiated and approved by voters, Denver’s two-tiered sidewalk fees ensure a reliable funding source while accounting for the greater physical impact of larger properties.

For 2026, the annual rates are:

  • Flat service charge for approximately 96% of property owners
  • Properties with more than 230 linear feet of frontage abutting the public right-of-way will pay the flat fee, plus a service charge for each foot of frontage over 230 feet

All property owners will pay the flat sidewalk fee, regardless of the status of sidewalks adjacent to their property.

Sidewalk service charges are included on all Denver property owners’ stormwater bill, paying half of the annual fee in each 6-month billing cycle.


Affordability Rebates

Property owners can apply for a rebate on their sidewalk fee based on income and household size. Property owners already receiving the instant rebate for solid waste management services will automatically receive the sidewalk rebate as well and need not reapply.

Service Charge Rate Increase 

Denver’s Sidewalk Program service charge will be adjusted annually to account for inflation, as specified by Denver Revised Municipal Code. Adjustments are based on the Consumer Price Index and Construction Cost Index which track changes in the costs of goods, services, and construction materials. Adjustments will apply to both the base fee and excess frontage fee for all 2027 Sidewalk bills.
