Office of the Independent Monitor

The Office of the Independent Monitor (OIM) is the civilian oversight agency for the City and County of Denver Police and Sheriff Departments (DPD and DSD, respectively).  The OIM was created by the Mayor and City Council in 2004 and has several essential functions:

  • Receiving and processing community complaints about DPD and DSD sworn personnel;
  • Monitoring investigations into complaints, officer-involved shootings, and in-custody deaths involving DPD and DSD sworn personnel;
  • Making recommendations about the findings and discipline associated with complaints involving DPD and DSD sworn personnel;
  • Publicly reporting on patterns of complaints, findings, and discipline;
  • Making recommendations regarding potential law enforcement, corrections, and oversight related policy issues; and
  • Engaging the community and law enforcement in the work of the OIM through outreach.

 

Youth Outreach Project

With the help of start-up funds from a Colorado Justice Assistance Grant, the Office of the Independent Monitor has developed and piloted a curriculum that is now being used in forums with youth and police officers in Denver.

Mediation Program

The mediation program is managed by the OIM and is a collaborative effort with the Denver Police Department, the Denver Sheriff Department, and Community Mediation Concepts.

Commendations and Complaints

The OIM accepts commendations/complaints and forwards them to the relevant department. Submit your commendation or complaint online.

Operating Documents

Documents that help guide and set standards for the OIM, including sections of the Denver City Charter, Denver Revised Municipal Code, and internal OIM documents.

Reports and Letters

The OIM publishes an annual and semiannual report each year as well as other documents and reports to highlight specific policy recommendations.

Citizen Oversight Board

The Citizen Oversight Board is responsible for assessing whether the Office of the Independent Monitor is effectively performing its duties, making recommendations regarding policy and training issues, and addressing issues of concern to the community and other interested stakeholders.
