Appeal a Park Citation

NOTE: Parking tickets for vehicles should be paid or disputed through Parking In Denver. This webpage pertains to parks & recreation services only.


You have the right to request a hearing to review issuance of your park use citation. To request a hearing, submit a petition for review along with a non-refundable $25 filing fee within 15 days of receiving the citation.

Step 1.Gather your documentation

Be sure to have your citation with citation number before you begin.

Step 2.Submit your appeal

Follow the below steps to submit your appeal online.

  1. Log in to your account on the Denver's Permitting and Licensing Center or create a new account.
  2. Once logged in, select the "Parks Recreation" tab on the navigation bar. If you do not see the tab then select the "more" dropdown and then "Parks Recreation". 
  3. Click the "Pay/Appeal Citation" link. 
  4. Read the online disclaimer and accept the terms.
  5. (Optional) Add or edit your contact information in the Applicant section of the page
  6. Select the Record Type radio button "Appeal Citation".
  7. Follow the steps to enter your appeal information and pay the fee. Note that your appeal will not be processed unless and until the fee has been paid.

Note about certain citations
If your citation begins with the letters PR-XXXXXX you will need to appeal by mail. Please see the "Appeal By Mail" tab on this page for instructions on how to appeal and pay the fee.

Appeal By Mail

Step 1.Provide this information in your submission:

  1. A legible copy of your citation or;
  2. Detailed citation information including:
    1. citation number
    2. date of issuance
    3. the violation indicated on the citation
    4. the amount of the fine
    5. location where the citation was issued (or statement that is was mailed)
    6. Name of the enforcement official who issued the citation
  3. Your name (or person being represented), address, and telephone where you can be contacted.
  4. (Optional) If you are being represented by another person, please include the representative's:
    1. Name
    2. Address
    3. Telephone where they can be contacted

      Note: If the representative is an attorney and is representing you as an attorney, you must state this in the appeal. Any corporate or other legal entity (i.e. - not an individual person) must be represented by an attorney.
  5. Stated reason why you or the represented party is not guilty of the alleged violation. Please provide information on how the citation is not lawful or incorrect as related to the code.
  6. If you or the representative choose to have a hearing by phone conference call, you must specifically state this in your appeal along with a telephone number to be contacted at for the time of your hearing.
  7. Signature by you, representative, or legal counsel. Any minor under the age of 18 who is the responsible party must have a parent or legal guardian sign the notice of appeal and provide their name, address, and telephone number.

Step 2.Write a check for $25.00

  1. Make check payable to Manager of Finance.
  2. Please record your administrative citation number and the word "Appeal" in the memo line of the check.

Step 3.Submit your check and appeal by mail to:
